Certificate of Eligibility (CoE)

Certificate of Eligibility (CoE)...

A Certificate of Eligibility (CoE) is issued after the Minister of Justice examines whether or not the activities that a foreign national wishing to enter Japan intends to carry out within the country meet the conditions of the status of residence (excluding Temporary Visitor or Long-Term Resident).

Submitting a Certificate of Eligibility (CoE) at a Japanese Embassy/Consulate when applying for a visa may expedite the inspection and visa issuance procedures.

The Certificate of Eligibility (CoE) application is handled at the Regional Immigration Bureau which has jurisdiction over educational institutions that accept foreign nationals. 色多多视频 (KMU) will submit the application for international students, visiting research fellows, and visiting trainees as an organization that accepts foreign nationals. It is advised to start preparing the application documents at least 2 months prior to your tentative arrival in Japan. The Certificate of Eligibility (CoE) will be issued within 2-4 weeks after submitting the application documents. The Certificate of Eligibility (CoE) is valid for 3 months from the date of issue, and admitted applicants need to enter Japan before it expires.

If you are planning to stay at our university with a Student or Cultural Activities visa, you can start the application procedure after your admission is approved by KMU. The Center for International Exchange (CIE) assists with the procedure, so please prepare the documents below on your end.

Required Documents

  • Passport(copy)
    You must have a valid passport when you enter Japan. If you current passport is going to expire, you will need to obtain a new one before applying for a Certificate of Eligibility (CoE). If you do not have a valid passport, we cannot submit your application documents to the Immigration Bureau. Please note that you may not be able to arrive in Japan as planned if your application process is delayed.
  • Proof of Financial Capacity (original hard copies)
    Documents or certificates to prove that you can afford the expenses in Japan (bank statements, proof of salary, etc.)

    You also need to provide information such as records of past entry into Japan or your total number of years of education. Your application will be examined based on the information you provide, so please be sure to give truthful and accurate information.

The CIE will send you additional information after your admission is approved. 

Extension of Period of Stay

If you need to extend your period of stay in Japan, you are required to apply for an extension of period of stay at the Regional Immigration Bureau. The Immigration Bureau of Japan accepts applications for visa extension 3 months prior to the date of visa expiration. Please prepare in advance.

Your new residence card will be issued after approval of the extension. Bring your new residence card to the CIE after you receive it from the Regional Immigration Bureau.

Changing Residence Status

If you change your status at KMU or decide to work in Japan after completing your research at KMU, you will be required to change your residence status. Please make sure to apply for a change of status at the Regional Immigration Bureau before you engage in a new activity in Japan.

Examples of when you need to change your status of residence:

  • If you are a resident of Japan with a resident status other than Student and are admitted to our graduate school
  • When you complete the graduate school of KMU and continue to engage in research activities as a visiting research fellow at KMU
  • When you work in Japan after completing your research activities at KMU

Contact the CIE and prepare for the application if you need to change your current residence status to an appropriate one (Student or Cultural Activities) to enroll in the graduate school or engage in research activities

Your new residence card will be issued after your change of residence status is approved. Bring your new residence card to the CIE after you receive it from the Regional Immigration Bureau.

Obtaining a Re-entry Permit

Special Re-entry Permit...

Foreign nationals who have a valid passport and residence card may reenter Japan within 1 year of their departure (or by the expiration date if your period of stay expires within 1 year after your departure) to continue the same activities in Japan will not be required to apply for a re-entry permit.

If you wish to use this special re-entry permit, when you leave Japan temporarily to return to your home country or to attend a conference, please be sure to present your residence card and fill out the check box for a special re-entry permit on the Embarkation Card for Reentrant at the airport in Japan.

If you plan to leave Japan for more than 1 year, you are required to obtain a Re-entry Permit from the Regional Immigration Bureau before you leave Japan.

Temporary Leave Notification

If you plan to leave Japan temporarily to return to your home country, to attend a conference, or to travel abroad during holidays, consult your supervisor to see if there are any problems with your course or research activities to obtain permission. In addition, you will need to submit a Temporary Leave Notification to the CIE when you leave the university or the dormitory for a certain period of time for travel.

(Attention)

If you are receiving a scholarship from KMU or MEXT, you are required to sign the attendance report every month by a designated date to receive the scholarship. You need to arrange your traveling schedule so that you will not miss the date to sign the report. Please note that if you miss the date, you will not be able to receive the scholarship for that month.

Permission for Part-time Work

(Permission to Engage in an Activity other than that Permitted by the Status of Residence Previously Granted)
International students with a Student residence status are not permitted to work in Japan. If you wish to work part-time in Japan, you need to obtain a part-time employment permit from the Regional Immigration Bureau. Please bring your residence card to the CIE when you receive permission.

Important Conditions for Part-time Work

There are some important conditions for part-time work that international students must abide by, even after receiving permission. You can be punished by repatriation, a fine, or imprisonment if you work part-time beyond the rules and conditions.

  • Do not work more than 28 hours a week.
    *You are also not allowed to work more than 8 hours a day during the long-term holidays (Spring, Summer, Winter) as determined by KMU.
  • Do not engage in illicit or unlawful part-time work.

If you are going to engage in the activities listed below at KMU, this Permission for Part-time is not required.

  • Part-time Research Assistant (RA) at the Graduate School of Medical Sciences
  • Part-time job assisting with research or experiments at KMU

If you wish to engage in any part-time job other than the mentioned above and receive a salary, please contact the CIE before you begin the job.

(Attention)

  • If you engage in a part-time job and receive a salary without permission or work more than 28 hours a week, you can be punished by repatriation, a fine, or imprisonment.
  • Working part-time in entertainment or night life (e.g., bars, night clubs, pachinko or slot machine parlors) is prohibited. It is also forbidden to work as a cleaner (washing dishes or cleaning rooms) in these places.
