Support for International Students, Visiting Research Fellows, and Visiting Trainees

Before Coming to Japan

Once 色多多视频 (KMU) approves your enrollment or research period, you will need to complete the following procedures before coming to Japan.

International Students, Visiting Research Fellows, and Visiting Trainees

International students who enroll in the Graduate School of Medical Science are required to obtain a Student visa to enter Japan. Those engaging in research activities at KMU without receiving a salary will need to obtain a Cultural Activities visa.

Exchange students who plan to participate in clinical observation training at KMU will need to obtain a Student visa if their period of stay in Japan (at KMU) exceeds 90 days.

Two months prior to your arrival

Two months prior to your arrival

1. Visa & Certificate of Eligibility (CoE)

To obtain a visa (Student or Cultural Activities), you will need to apply for a Certificate of Eligibility (CoE) issued by the Immigration Bureau of Japan. The Center for International Exchange (CIE) at KMU will submit your application for the Certificate of Eligibility (CoE) to the Nagoya Regional Immigration Bureau on your behalf.

One month prior to your arrival

2. Visa Application at the Embassy or Consulate-General of Japan, Issuance of Visa

The CIE will send you your Certificate of Eligibility (CoE) by express mail. You will need to submit the application documents along with the CoE to the Embassy or Consulate-General of Japan in your country.
Please check the website of the Embassy or Consulate-General of Japan for the visa application documents before you receive your CoE.

After visa application and approval

3. Flight Reservation

Arrange your flight to Japan after you complete your visa application and receive the visa. Do not finalize your reservation until after confirming with the CIE.

Flight Arrangement
  • Inform the CIE of your flight itinerary and arrival at KMU before you finalize your reservation.
  • If you plan to move into the KMU dormitory, arrange your arrival such that you arrive at the dormitory during the check-in period. If traveling from the airport to our university will take a long time, you may need to arrange for accommodations and come to the university the next day or later.

When arranging your flight to Japan

4. Overseas Travel Insurance

When you arrange your flight to Japan, please also arrange for overseas travel insurance. You cannot register for overseas travel insurance after you arrive in Japan, so please make sure to register for in your country before your departure. Contact the CIE for the insurance requirements and coverage beforehand.

5. Entry into Japan

Enter Japan with your passport, visa, and Certificate of Eligibility (CoE). You will need to submit the CoE to an immigration officer when you arrive at the airport in Japan, so please do not lose the CoE after you obtain your visa.

If you have already lived in Japan with a status of residence and will enter the Graduate School of Medical Science (International Students only)

After KMU issues a Letter of Permission for you to enter the graduate school, you can apply for a change of visa status.
If your current status of residence is not Student, or if your status will expire before you enter the university, please contact the CIE in advance.

Temporary Visitor Visa

Exchange students, visiting research fellows, and visiting trainees whose period of stay in Japan (at KMU) is less than 90 days and who will not receive a salary during their stay can apply for a Temporary Visitor visa at the Embassy or Consulate-General of Japan (please note that the CIE cannot apply for this visa for you in Japan).

Visa Exemption Arrangement 

Nationals from select countries and regions can be granted a Temporary Visitor visa when they enter Japan without the need to apply in their countries. Check the of the Ministry of Foreign Affairs of Japan to see if your country is eligible for visa exemption.

After Arrival

For those whose period of stay in Japan is more than 3 months

Landing Procedures

Residence Card

Residence Card...
A residence card is issued to each foreign national who has been permitted to stay in Japan for more than 3 months under a status of residence for designated activities. The residence card contains personal information such as name, date of birth, gender, nationality/region, address in Japan, status of residence, period of stay, and eligibility for work in Japan. Your ID photo is also printed on the residence card. You must carry your residence card with you at all times.

If you are entering Japan via Narita, Haneda, Chubu, Kansai, or some designated international airports, you can obtain your residence card upon arrival at the airport. If you are arriving via other entry points, the Immigration Bureau will send your card to your address of residence, which you must register with your local municipal office within 14 days after you enter Japan.

Permission for Restricted Part-time Work

International students with the Student resident status are not permitted to work in Japan. Those who wish to work part-time must apply in advance for a part-time work permit from the Immigration Bureau (Application for Permission to Engage in Activity other than that Permitted under the Status of Residence Previously Granted). However, permission to engage in an activity other than that permitted under the resident status may be given at the port of entry to persons who have the Student resident status and are entering Japan for the first time.

Procedures at Municipal Office

Registration of Address

Foreign nationals staying in Japan for more than 3 months are required to submit a Notification of Move-in to their local municipal office within 14 days of arriving in Japan. If you did not receive your residence card at the arrival airport, you will receive it after registering your address with the municipal office.

My Number System...
Every resident in Japan has their own social security and tax number (My Number). You will receive a notification of your My Number within 2-3 weeks after registering your address. Please keep your My Number notification during your stay in Japan.

National Health Insurance (NHI)

If you are staying in Japan for more than 3 months, you must apply for National Health Insurance. You will need to pay monthly premiums for this insurance, though 70% of your medical expenses will be covered (with some exceptions). You can register for National Health Insurance at your local municipal office.

*The monthly premiums vary depending on your earnings from the previous year. If you receive a large income working part-time, your monthly premium may increase the following year.

National Pension System

Residents in Japan between the ages of 20 and 59 must join the National Pension Plan regardless of nationality. Apply for an appropriate plan at the time of registration at your municipal office.
You may apply for exemption from making contributing payments if your or your spouse's income in the previous year does not meet the required amount.
If you are an international student, you can apply for the Special Payment System for Students and activate it annually. If you are a visiting research fellow or visiting trainee, you can apply for National Pension Contribution Exemption/Payment Postponement and you can also apply to update automatically this exemption or postponement the following year.

For those whose period of stay is less than 3 months

If your period of stay in Japan is less than 90 days in total, a residence card will not be issued. In addition, you do not need to join the National Health Insurance or National Pension System. However, please register for overseas travel insurance before coming to Japan in case of sudden illness or injury during your stay in Japan.

Inviting Family Members to Japan

If you plan to invite your family members to Japan to live with you, we advise you to wait for the process until you have become accustomed to your research/training and life in Japan.
In order to invite your family members to Japan, you must prepare the following:

  • A place to live
  • Documents indicating financial stability to support your family
  • Application for a Certificate of Eligibility (CoE) and visa (please note that KMU will not apply for a CoE for your family members).

If you plan to apply for a nursery school for your children, you must meet all the requirements of your local municipality and apply during the designated application period. Your children may not be able to enter a nursery school in some cases, so please be prepared in the event that you or your spouse need to take care of your child at home.

Inviting Family Members

Regardless of the length of your stay, you must submit the Notice of Inviting Family Members to the CIE if you plan to invite your family to stay at the Family Dormitory or Resident House with you.

  • While KMU does not allow visitors to stay at KMU's accommodations, if your family members are visiting you for a holiday, permission may be granted for them to stay with you at KMU's accommodations.
  • You may be asked to move out from the dormitory if we find out that your family is living in the dormitory and you have not submitted a notice.

Issuance of Certificates

Certificates can be issued by submitting an Application for Certificates to the CIE. It usually takes about 10 days to issue the certificate after we receive the application.

Types of Certificates issued by the CIE (Japanese or English):

  • Certificate of Enrollment (for Visiting Research Fellows and Visiting Trainees)
  • Certificate of Scholarship (KMU scholarship or MEXT scholarships)
  • Certificate of Expected Completion (for Visiting Research Fellows and Visiting Trainees)

Disaster Prevention

shikawa Prefecture is prone to earthquakes, typhoons, heavy rain, and heavy snowfall, so we advise you to be prepared for such disasters. In the event of a disaster or an emergency, cooperate with your neighbors and residents in the local area to protect yourself and minimize damage.

The Ishikawa Foundation for International Exchange provides useful information on disaster prevention and emergency procedures for foreigners living in Ishikawa Prefecture. Leaving Japan

Follow the procedures below when you leave Japan after completing your activities at KMU.

Dormitory Move-out

Submit a Notification of Moving Out and a Guarantor Payment to the CIE 30 days prior to the day you wish to move out of the dormitory.
CIE staff will visit your room several times before you move out to check the condition of the room condition (cleanliness and damages) and waste disposal.

Municipal Office (within 14 days prior to your departure)

Notification of Moving Out

When your departure day is determined, submit a Notification of Moving Out to your municipal office within 14 days prior to the date of your departure and bring your flight ticket (E-ticket) to confirm your departure date. 

National Health Insurance (withdrawal)

You will need to withdraw from your National Health Insurance plan and return your insurance card before you leave Japan. Your last insurance premium will be calculated, and you may receive a refund.

National Pension System (withdrawal)

You need to withdraw from the National Pension System before you leave Japan.

Bank Accounts (including Japan Post Bank accounts)

If you are leaving Japan after your activities at KMU, please close your Japanese bank account. If you are receiving a scholarship, please make sure to receive the last scholarship before closing the bank account. If you receive direct debit payments, please make sure that all payments are completed before closing the account.

The following procedures should be started at least 1 month prior to your departure:

Cars and Bicycles

If you own a car or bicycle, you will need to sell or dispose of it before leaving Japan. You need to complete all the paperwork and procedures so that your car does not remain parked before leaving Japan.

Mobile Phones

Cancel your mobile phone contract and make sure that your bills will not continue to be sent to the dormitory.

Credit Cards

Cancel your credit card, make any outstanding payments, and make sure that your bills will not continue to be sent to the dormitory.

Internet, gas, electricity (Family Dormitory only)

If you have an internet plan, please cancel the contract and complete any outstanding payments. Do not cancel the gas or electricity contracts on your own as those are required for inspection after moving out. The CIE will cancel them after room cleaning and inspection. The last bill will be delivered to your guarantor of payment
